A valid driver’s license is require to anyone who operates a vehicle, motor-driven cycle, or moped in public highways in the state of Colorado. The Colorado Department of Revenue Division of Motor Vehicles, under its Driver’s License Section, is in-charge of the issuance of driver’s licenses to applicants who pass the knowledge, vision, and driving tests. Residents and Non-Residents Every new Colorado resident must apply for a Colorado driver’s license within 10 days of residency in the state. A new resident who holds a driver’s license from another U.S. state must surrender the old license in exchange for a Colorado license. While a vision test is still required, there is no need to take the written and driving tests again, as long as the old license is still valid or not yet expired for more than one year. The new Colorado resident must also provide a second primary form of identification establishing lawful presence in the United States, such as a birth certificate or a green card. All individuals with driver’s license issued in another country, including those holding international driver’s permits, are still required to take both the written and driving tests. A non-resident driver’s license holder (out-of-state license) who is at least 18 years old is allowed to drive in Colorado. For a minor non-resident who is 16 to 18 years old can drive with his out-of-state license or instruction permit only for 10 days after arriving in Colorado, and s/he must always be accompanied by an licensed driver of legal age. If the minor needs to stay longer in Colorado and s/he intends to drive in the state, s/he must get either a Colorado driver’s license or a Non-resident Minor’s Certificate. First-time and/or Minor Driver’s License Applicants Before becoming eligible for application for a driver’s license, a person must first be issued an instruction permit. To be issued one, the applicant must first provide the required identification and residency requirements to the DMV, pay the applicable fees, then pass the knowledge and vision tests. Adults can readily schedule for a driving test as long as they already hold an instruction permit. Minors have additional requirements. The instruction permit must be held valid for at least 12 months for those who are 16 to 20 years old. Individuals who are under 18 years old are required to complete a signed Drive Time Log.
